THE COMPLAINTS COMMISSION OF THE PRESS COUNCIL IN BIH

25 complaints total were received on the writing of print and online media

The Complaints Commission of the Press Council in BiH held its forty fifth session on 23.12.2011 during which complaints on the writing of print and online media were considered, received in the period November to December 2011. 25 complaints in total, out of which 12 were considered during the session, while 13 were solved through mediation.

The Complaints Commission upheld 9 complaints where breach of the Press Code of BiH was found, while 2 were not upheld being that the Press Code was not breached. One complaint was returned for additional mediation, in accordance to the complaints procedure of the Press Council in BiH.

Complaints upheld:

  1. Mr. MARKO N. – Informative publication of the Municipality of Kakanj “KAKANJSKE NOVINE”: complaint regarding the article “Marijan Marijanovic Seeks the Discontinuance of Work on the Gas Station in Kaknju II“, published on 08.11.2011. The Complaints Commission found breach of Article 1, Paragraph 3, General Provisions and Article 6, Comment, Assumption, and Fact of the Press Code of BiH.
  2. Ms. NATASA TESANOVIC, director of ATV Banja Luka – daily “DNEVNI AVAZ“: complaint regarding the article “Who Controls The 40 Million KM Pie” published on 09.11.2011. The Complaints Commission found breach of Article 7, Opportunity to Reply of the Press Code of BiH.
  3. PARLIAMENTARY ASSEMBLY OF BIH – daily “PRESS RS”: complaint regarding the manner of publishing Ms. Vesna Krstovic Spremo’s denial in the daily “Press RS”. The Complaints Commission found breach of Article 7, Opportunity to Reply of the Press Code of BiH

VALICON BRANCH FOR BiH – portal 24SATA.INFO: complaint regarding the article “New Manipulation of Sarajevo’s Marketing Agencies: Gemius Is Planting False Data on Internet Portals Rating” published on 27.11.2011. The Complaints Commission found breach of Article 7, Opportunity to Reply of the Press Code of BiH.
  5. VALICON BRANCH FOR BiH – portal 24SATA.INFO: complaint regarding the article “Thanks to Google 24.sata.info Discovered How Valicon’s ‘Gemius’ Fixes Data on BiH Internet Portals Ratings”, published on 29.11.2011.godine. The Complaints Commission found breach of Article 7, Opportunity to Reply of the Press Code of BiH.
  6. VALICON BRANCH FOR BiH – portal BIZNIS.BA: complaint regarding the article “Manipulations on the Internet: Gemius Plants False Data About Ratings of Internet Portals” published on 27.11.2011. The Complaints Commission found breach of Article 7, Opportunity to Reply of the Press Code of BiH.

VALICON BRANCH FOR BiH – portal BIZNIS.BA: complaint regarding the article “Black on White: Thanks to Google 24.sata.info Discovered How Valicon’s ‘Gemius’ Cheats”, published on 29.11.2011.godine. The Complaints Commission found breach of Article 7, Opportunity to Reply of the Press Code of BiH.
  8. VALICON BRANCH FOR BiH – portal BIZNIS.BA: complaint regarding the article “The Portal Vijesti.ba’s Stance on Valicon: F*** Valicon, We Are Going With Google!” published on 12.12.2011. The Complaints Commission found breach of Article 7, Opportunity to Reply of the Press Code of BiH.
  1. MUNICIPAL COURT IN ZENICA – Mid-Bosnia’s informative publication “SIN”: complaint regarding the article “Take Money From Ragtag”, published on 05.11.2011. The Complaints Commission found breach of Article 7, Opportunity to Reply, Article 6, Comment, Assumption and Fact, and Article 10, Persons Charged With Criminal Offences, of the Press Code of BiH.

Complaints not upheld:

  1. Mr. HAMZA DIZDAREVIC – daily “DNEVNI AVAZ”: complaint regarding the article “The Director and a Former Teacher Got Into a Fight” published on 07.11.2011. The Complaints Commission did not find a breach of the Press Code of BiH. Statements from both sides were published in the article, without a comment from the author, and the article and title were edited based on both statements.
  2. DNZ BiH – daily "DNEVNI AVAZ": complaint regarding the article “Return to the Crime Scene” published on 14.12.2011. The Complaints Commission of the Press Council in BiH considered the complaint and concluded that the Press Code of BiH was not breached. The article is made as a survey, with statements from many people, without an editor’s comment and without the stance of the editorial staff or labeling the subject as belonging to either side.

  2. MINISTRY OF DEFENSE OF BIH – daily “NEZAVISNE NOVINE”: complaint regarding the article “They Are Not Flying, But They Are Receiving Flyers Compensation” published on 09.11.2011. The Denial was published in the 12 and 13.11.2011 edition of the daily under the title “Reaction: Compensation Only For Pilots Who Realize the Planned Flights”.
  3. Ms. VESNA KRSTOVIC SPREMO – daily “PRESS RS”: complaint regarding the article “600 Children and Youth Got Mumps published on 09.11.2011. The denial was published on 18.11.2011 under the title “Public Call Without Reply”.
  4. ALTERNATIVE TELEVISION – magazine “SLOBODNA BOSNA”: complaint regarding the article “The Investigation of Telekom Srpska Raised Questions About the Mareco Agencies’ Credibility” published on 27.10.2011. The denial was published on 17.11.2011 under the title “The Alternative Television’s Ratings Are Not Small, and M:tel Does Not Conduct TV Station Ratings Research”.
  5. Ms. ADISA VELIC – daily “DNEVNI AVAZ”: complaint regarding the article “She Lived Fast As If She Suspected a Near End” published on 23.11.2011. Upon mediation of the Press Council in BiH the article and pictures were removed from the web site of “Dnevni Avaz”.
  6. VALICON BRANCH FOR BIH – portal BLIN.BA: complaint regarding the article “New Manipulation of Sarajevo’s Marketing Agencies: Gemius Is Planting False Data on Internet Portals Rating” published on 27.11.2011. The denial was published on 07.12.2011 under the title “Denial: We Want You to Publish That We Provide Reliable Indicators for Media Planning of Marketing Activities.”

The complainant’s denial was published in the 22.12.2011 issue of “Slobodna Bosna” under the title “Halid Ekmic – to the Editorial Staff- The Relevant Domestic and International Institutions Which Evaluate the Work of Police, Gave the Actions of the Brcko District Police a Positive Grade”.
